You are not staff, therefore, are really not of liberty to enforce the rules like that. If it really bothered you because he broke a rule, and not that he was FX, then you should have PMed a staff member about it. I, for one, am on staff and am always offering to help everyone on the board, yet for some reason, my offers are not heeded. Heed them from now on.
